We see a wide range of startup performance on the many different android devices. In general android apps startup much slower than iOS apps. MobiOne apps are built on top of the Cordova/PhoneGap html5 runtime framework. I have asked the dev team for additional detail but my understanding is there are additional performance improvements in the pipeline.
As part of the android startup latency you may have noticed that we recently introduced startup/splash images for android apps.

I think the reason that the Androids are loading slowing is because my app isn’t downloading to the actual device it is being hosted on your cloud server. How do I get my app to download to the actual devices? Is there a setting to fix this? I think this would fix the whole problem.
