Im not sure what you are trying. Could you please rephrase the question.

I want to do a per machine installation and have the licensfile (.myeclipse.property) placed in a folder to be reached be any user. Normaly the licensfile i created in the %USERPROFILE% folder.

You cant share a single .myeclipse.properties amongst users. Every installation will have its own .myeclipse.properties file with the license in it.
