I changed the charset of the MyEclipse JSP editor, then restart the IDE, but the charset of the JSP editor didn’t change.
I am using MyEclipse 3.8.3

We would encourage you to upgrade to Eclipse 3.1 and MyEclipse 4.0, we did a lot of fixes to the encoding issues with the JSP editor in 4.0 and certainly since 3.8.3
