Appstoreuploader provides the service to upload the ipa file with otherwise is the requires a mac.

Go to iTunes Connect and log in – Do not use Internet Explorer it may not display correctly, use Firefox.

Go to ‘Manage Your Apps’ and click ‘Add New App’
Fill in all the required info and upload your screen shots. Pay particular attention to the app description, it can be rejected on that alone.
You can do all this with a PC so just follow the instructions. You need to be at the ‘waiting for upload’ status then you can upload the ipa file with a mac and applicationloader.
Make sure your friend has the latest version installed otherwise it will not work.
