I recently bought a M1 license in order to develop apps for clients. From all that I’ve read, I am still not sure whether an app build can be distributed to the people I want using an ad hoc distribution profile. Do I need to register all the client device ID’s with Apple Developer first? or, can I just send my clients the installation link that M1 generates?

The ad-hoc distribution is for testing purposes only and not meant for general distribution and anyway the installation link that M1 generates only lasts for 50 days so that’s not gonna work!
All UDID numbers of devices for testing purposes need to be registered with Apple and included in the ad-hoc provisioning profile you use to build the app.
If you want to distribute your app to many people you would have to use the app store.

If it was just one large company there is always the Enterprise licence but I’m not sure that would suit your requirements so that just leaves the app store.

The enterprise license would be your best bet, this allows you to distribute the app “in-house” instead of on the app store.
It is my understanding to get the Enterprise license you also need a DUNS Number: http://www.dnb.com/get-a-duns-number.html
