I have successfully changed the background color for JSP/HTML pages to black, but this doesn’t work in CSS pages. The foreground colors are shown correctly, but the background color is still white.

Thanks for reporting this. I’ve entered it into our internal tracking system so that we can prioritize it and get it resolved in a subsequent release.
