I understand that the PhoneGap API can enable camera access, but only if you build an app. Can such an app once built be deployed from my web server? If yes, then is the Apple developer fee still required?

G-TRAC DevelopmentThe camera api is available only for native apps. It is not available for pure mobile webapps.
