First, the instructions in this thread include redundant information. In the first section (“Documentation & FAQ”), the links to Documentation and Tutorial section both route to the same page. Users expecting two different resources will be understandably disappointed, and probably also frustrated.
As to my problem…

My problem is that after installation, I am attempting to add the plug-ins for Subversive (specifically, SVNKit 1.3.7 Implementation, and SVN Team Provider Connectors Sources) and the Google Plugin for Eclipse. The search feature finds the plug-ins in question, but after double-clicking the desired plug-in, selecting its components (as applicable), and observing it populate in the “Pending Changes” area, clicking “Apply Changes” does nothing more than generate the following error:

Thanks for the details provided.
Regarding the links to “Documentation” and “Tutorial section” in the Forum Posting Guidelines page, I have conveyed the same to the concerned department to look into it. Regarding the OS details in installation summary, Windows 7 will be shown as windows vista.
We could install plugins without any issues. Can you please answer some more questions to help us investigate further :
1) Can you please let us know how did you install MyEclipse ? Is it using All-In-One installer/Pulse or using the Archived Update site ?
2) Are you behind a firewall or proxy ? If yes then you can set proxy settings here : from MyEclipse menu click on Window > Preferences > Pulse > Network Settings.
3) Can you please tell me exactly how you are installing plugins? Is it from our MyEclipse configuration center(quick add popular plugins section) / Update site / Eclipse Marketplace. Can you please try installing subversive plugin from Help > Eclipse Marketplace and check whether you can replicate the issue ?
4) Can you please attach a screenshot of the MyEclipse Configuration Center to help us get a visual of the issue ?Please take a look at this tutorial on how to add plugins in different ways :

1 & 2: I installed MyEclipse by using the all-in-one installer, from behind a firewall. I checked the proxy settings you referenced, but there are only three options: (1) Disable concurrency; (4) Standard utilization; (8) High utilization. I am currently set to (4). I have not tried switching, however, and I’ll go into why in a moment.
3: I attempted to install plug-ins via the configuration center, and located the desired plugins in the popular section. I have not attempted to install Subversive through Help -> Marketplace, however, for the same reason that I did not adjust my network settings.
4. I have attached a screenshot with the error log visible. The first three errors were generated merely by searching for Subversive. After double-clicking the entry under “Popular,” and selecting the specific aspects I wish to install, I clicked “Apply [3] changes,” and the fourth error is generated. Any subsequent click of that button will generate that same error, and no software is installed.

All this said, I have worked around the problem by downloading the archive for the plug-ins in question manually, and placed them into the /dropins directory. This fortunately means that I can at least use the plug-ins and begin developing, but it unfortunately means that there is unlikely to be a true resolution to this issue.
I would be interested in knowing whether you believe the network settings are the problem, and if so, which setting you expect would work (I suspect it would be (1) Disable concurrency), but for better or for worse I’m not particularly interested in spending any more time on this issue. As I said, I’ve managed a workaround, and now I’m able to get to work. My situation is hardly unique with respect to my network and firewall settings, so I expect other users will find both my workaround and your recommendation for a real resolution to be helpful.
I will also say that this is my first exposure to MyEclipse, but at my previous employer (also a high security organization with a robust firewall), I was easily able to install whatever plug-ins I needed, without adjusting network settings. Of course, we were using standard Eclipse, as opposed to your customized Eclipse IDE.
That said, it is odd indeed that this process and these errors would be so devoid of meaningful feedback — unhandled exceptions are not the most efficient means of guiding users when there is a problem.

Thanks for the details and the screenshot.
Looking at your screenshot it is observed that there is no problem with your Firewall/Network settings as the News and Tips panels have information in them.
Can you please try installing another copy of MyEclipse to a different location and check whether you can install plugins to that, as there might be corruption of your installation somewhere? Open MyEclipse 10.7.1 installer file, it will list you 4 options, you could choose to repair, create another copy of MyEclipse or re-install. I would recommend you to choose create another copy of myeclipse and follow the wizard till completion.

I had already uninstalled and reinstalled several times, as well as attempting a new install in a separate location, all to no avail. As I said, I worked around the problem, but merely clicking on any listed plug-in (or its components) generates a null pointer exception:

I have also installed the Spring Tools Suite IDE, and it has not exhibited these problems.
I also attempted to install another plug-in (Subclipse) via the Eclipse Marketplace, and that attempt was successful — the trouble seems to lie specifically with Pulse and/or the MyEclipse Configuration Center. I welcome any further comments you may have, but again, I have worked around the issue and I’m moving on.

Sorry you’re having this problem continuously.
It looks like there is some corruption in your original install (in the commons folder). As, the same commons folder will be reused if you install another copy of MyEclipse.
I would suggest you a clean re-install of MyEclipse. Can you please run the MyEclipse uninstaller ? Please make sure that the MyEclipse Install Directory has been completely removed. (Take a look at this FAQ on where the MyEclipse files and folders will be – https://www.genuitec.com/forums/topic/installation-where-are-the-myeclipse-files-and-folders/ )
Install MyEclipse 10.7.1 and try installing the plugins. MyEclipse 10.7.1 can be downloaded from here – http://www.myeclipseide.com/index.php?name=Recommend_Us&req=Download&version=ME
Alternatively, you can install EA4 release of MyEclipse 2013 which doesn’t use pulse for installing plug-ins. Please take a look at this thread for more information – https://www.genuitec.com/forums/topic/myeclipse-2013-formerly-11-early-access-4-is-now-available/
Alternatively, you can install MyEclipse 10.7.1 via archived update site over eclipse classic 3.7.2. Please follow the below steps to install :
1. Install Eclipse Classic 3.7.2.
2. Edit the eclipse.ini file in the eclipse folder and change the -Xmx384m value to -Xmx512m.
3. Start Eclipse and click Help > Install New Software > Add the following update site:
http://downloads.myeclipseide.com/downloads/products/eworkbench/indigo/enterprise-stable/
4. Make sure “Group items by category” is selected and select the “MyEclipse Enterprise Workbench” group.
5. Click Next twice, accept the licenses presented and click Finish to start the installation. 6. Restart when prompted and then try installing plugins from MyEclipse configuration center.Again, apologies for this continuous problem.
