cannot open struts-config in design mode

    OS: Mac OSX 1.4
    Eclipse: 3.2.2
    my struts-config.xml only opens in design mode. I have tried changing the mode back and forth in preference, restarted the app, did a clean. But I just don’t see tabs to switch between design and source modes or a design pallet. It only opens up the file in edit/source mode.

    If I right click on file and try to open it with struts config editor it throws the following error/exception:

    “Unable to create this part due to an internal error. Reason for the failure: An unexpected exception was thrown”
