    How do I do this? When I open struts-config.xml, I keep getting a message that I am not allowed to use the default struts editor.

    Nevermind. For some reason, if I manually add the J2EE library before adding web capabilities to my project, the option to add struts capabilities (as well as JSF and JSTL) does not show up. Is this a bug?

    You need to add Web caps first before the other capabilities (that rely on web caps) are available.

    Alternatively if you are starting a nwe project File > New > J2EE > Web Module Project, does that for you.
