While MyEclipse ships with PDE (Plugin Development Environment), it is not a plugin development IDE.
If you want to work on Eclipse plugin development, then you can use this package :
http://www.eclipse.org/downloads/packages/eclipse-ide-eclipse-committers-451/mars1I suggest you go through some tutorials on plugin development and post your queries to Eclipse development forums for better support.
