I don’t see any of the designer tabs even when I do open-with selection. I do not get any errors either. I just get the source tab for JSP/HTML/JSF.
    My configuration:

OS: Red Hat EWS version 4 running on EMT64.
    Java: 1.4.2_09
    Eclipse: 3.1.0 buildId:I20050627-1435
    MyEclipse: 4.0.0 GA BuildId: 20050829-4.0.0-GA

Forgot to add the I tried -clean option when eclipse is launched and it still doesn’t work. If it helps I am a paid subscriber 😀

If your talking about opening JSP files, the WYSIWYG design capabilities are currently for Windows only. However, we’re doing research that will enable similar functionality on Linux and Mac but it won’t be ready in the 4.1 timeline (December). Sorry for the inconvenience.
