Sorry that you are seeing this issue.

We did fix a dependency issue with Groovy install in the individual installers in MyEclipse 2016 CI 5. If you have installed MyEclipse 2016 CI using the downloaded installer file from the MyEclipse website, then please update to the latest version in the CI stream for the fix.

If you are working with MyEclipse Secure, then can you please check if enabling the “Allow users to upgrade base components” in the Security Policies helps fix the plugin install issue?

Enable the ‘Allow users to upgrade base components’, commit and promote the security policy change, commit and promote the MyEclipse package and then do a check for updates on MyEclipse package. Now try to install the Groovy plugin again. Attached is the screenshot of the Security Policies for your reference.
