If you try to open a file called ‘struts-config.xml’ in a project that is not defined as a ME Web-Struts project, you’ll be presented with an option of opening the file with default xml editor (good). Unfortunately, an error msg is generated and “An error has occurred when creating this editor” is displayed (bad).

I wasn’t able to reproduce this problem… when I created the struts-config.xml file in a non-struts web app, I got a warning saying that it would be opened with the normal XML editor, and then got an error that opening with Struts-config editor had failed, so the file would be opened with the XML editor… and that’s just what happened.I closed and reopened the file a few more times and it is opening fine… can you provide us with your system info?
