I have set my tomcat home to /usr/local/tomcat within the configuration settings and I am getting the following message:

First I would suggest checking for a server.xml file in your /usr/local/tomcat/conf directory, if it is there then I would think that this is likely a permissions issue.

    It was a permission issue.
