What I personally do is to create a project that contains my exported launch configurations and when someone else share with my a launch configuration y put the file inside this project which is in my workspace and when I open the launch configurations dialog, the shared launch configuration is available to use.

I guess you can follow a similar approach with SDC, you can create a project and check in that into your SVN, add that project to your psf workspace configuration and the project will get imported on the workspace, making your launch configurations available for your team members.
