I want to add spring2 lib into spring capabilities page by the way of modifing preferences.ini
file .But I failed. I got an error–“Error Data ” in the spring capabilities preference page

If you were changing your ini files manually chances are you might have corrupted them. The easiest way to change the Spring libraries is to go to Window > Prefs > MyEclipse > Project Capabilities > Spring, then you can edit which JARs are contained in each library.

No,No.I am not mean this way.I mean that I want add a new framework capability not replace the orgin one.

Oh, there is no support for adding your own capabilities. These are not free-form things (at the moment) to configure and add, they are code driven so only the ones we ship are supported.
