Is it possible from the MyEclipse IDE to launch an exteral IE web browser window with a given starting URL?

I’ve noticed the globe toolbar button but when I click on this nothing happens.

Previously I tried to create an IE browser defiinition under ‘External tools’ but couldn’t get this to work. Is this possible?
