I am trying to make a button where when the user clicks it, it will allow the user to scroll through their pictures and pick one to upload to the app. When they upload the picture it will appear in a frame above the button. Sorry if this is a silly question I am new.

Where are the pics? Are they on the device? If yes that is very doable using phonegap api and a little bit of javascript. Take a look at Phonegap API here: http://docs.phonegap.com/en/2.2.0/cordova_camera_camera.md.html#camera.getPicture
