I have installed Enterprise Workbench on two different computers, both running the latest version of Eclipse. on the first machine I do not have a MyEclipse menu bar item, while on the second I do. Also on the first machine popup code help for jstl tags is working while on the second it is not. How do I enable jstl popup help on the second machine?

To show the MyEclipse menu in any perspective, navigate to Window->Customize Perspective->Other and select all three MyEclipse options. For problems with JSTL completion, please verify that the JSP file is located in a Web Project under the web root. Additionally, for version 2.0.3 a tld file is required. Another thread goes over the setup requirement in detail: https://www.genuitec.com/forums/topic/custom-tag-are-not-found/
so I expect between this thread and that one you’ll be up and running on both machines quickly.
