Sorry that you are seeing this issue.
1.Can you please make sure there is no antivirus or firewall blocking the installer download ? Please ensure the sites http://www.myeclipseide.com, http://www.downloads.myeclipseide.com and wwww.genuitec.com are allowed through your firewall for http and https.
2. Please try downloading the offline installer using a different browser to rule out browser specific issues.
3. If the issue persists with the offline installer, then can you please try downloading the online installer and check how it works?
4. Do you see the same issue downloading the fresh offline installers on Windows 7 as well?
