I want to develop web web apps with eclipse.
Can i develop on my xp box and test it on my FreeBSD server?
Can someone help me with setting it up? Especially
on the lnux side are too much modules confusing; wht
    is needed and what not.

While you can do this, it will be time consuming constantly transfering files to your BSD box for testing. You might cut a new build weekly and test it, but every day testing would be time consuming.
