If you open your project properties and go to the MyEclipse properties, which capabilities are enabled for this project? Also can you try restarting MyEclipse using the -clean command line argument as outlined here:

Riyad KallaMemberIf you create a new workspace using FIle > Switch Workspace > C:\tempworkspace hit OK. Then create a new web project and add struts caps to it, then try and open the struts-config.xml file, does that work? If so, if you then import your old project into this new workspac and try and open it’s struts-config.xml file, does that work?
Also are the Struts libraries the ones MyEclipse added in your project, or are you added them by way of some external project or custom library?
