Company has network firewall preventing applications from reaching the internet.

this prevents MyEclipse update.
Currently we install plugins from local site installation where plugin is self contain.

Is there a way to provide Myeclipse offline update ?

Please refer to this FAQ which details about configuring proxy settings in the IDE for internet access :

Apart from configuring the proxy settings in the IDE, the only other way to update the install is to download the latest offline installer and update your existing installation (when you run the installer the wizard will give an option to update existing install).
