I support that need. It seems the quickest solution would be for MobiOne to install the PhoneGap Push Notification Plug-in on the compiler side and provide the configuration parameters in the iOS/Android build windows.
Everything else can be done by the users. It would be a basic solution but it would allow a quick solution to a need that has been expressed by quite a number of MobiOne users. For the back-end there are quite a number of solutions out there (like pushwoosh, Parse, FatFractal, etc.) but MobiOne developers will be stuck as long as they can not deploy the push notification support on the front-end device. That requires access to the PhoneGap compiling environment which we do not have (ref. http://www.adobe.com/devnet/phonegap/articles/apple-push-notifications-with-phonegap.html)

MobiOne is a very nice tool and adding even just basic support for Push Notifications would be great.
