I think, more than one Bugzilla server should be usable, or it should even be configurable on per project basis.

Probably both should be possible, so having more than one Bugzilla server even independently from projects….

Probably one default Bugzilla server per project is enough, since a project usually has its bugs tracked in one database, not more than one, but who knows… 🙂
