I cannot get any upgrade to work. I just get the following error:
Unable to access site: http://downloads.myeclipseide.com/downloads/products/eworkbench/updates-4.1-milestones/
Connection refused: connect

If I paste the above URL into a browser I get 403 – Forbidden
You don’t have permission to access /downloads/products/eworkbench/updates-4.1-milestones/ on this server.

I have no difficulty accessing other URLs

The milestone update site may be down right now because we are testing and preparing the 4.1 GA release for the end of this week.
