Sorry that you are seeing this issue.
The latest release of MyEclipse, MyEclipse 2013 (formerly known as MyEclipse 11) is now available. I suggest you download and install MyEclipse 2013. If you are having a license for MyEclipse 10, then the same license can be used for MyEclipse 2013, as our licenses are time based, not version based. If you still want to use MyEclipse 10, then can you please restart your machine and then try installing MyEclipse 10.7.1, as there might be a myeclipse process (myeclipse.exe process in task manager) which is still running.
Alternatively, you can update to MyEclipse 10.7.1 using your existing MyEclipse 10.0 configuration center. Open MyEclipse 10.0, go to MyEclispe configuration center > Software tab > Select MyEclipse enterprise edition 10.7.1 in the software updates available section and click on Apply changes and follow the wizard.

1) Can you please share your OS version and details ?
2) Can you please attach the screenshot of the error that you are seeing when trying to install MyEclipse 10.7.1 ?
