I needed to put same entries in the XML Catalog, so a validation.xml-file with validator_1_1.dtd or validator_1_1_3.dtd for struts 1.2 could be processed. By the way: the URI can point to a DTD file on your computer, no Internet access needed.
The bug: if I make a typing error in the URI, that cannot be corrected. “Delete” does not delete the entry, “Edit” does not change the entry! It seems to work, but press OK and then show again Window/Preferences/MyEclipse/Editors/XML/XML Catalog: the entry remains unchanged.

By the way: the URI can point to a DTD file on your computer, no Internet access needed.
This is one of the primary reasons to use the catalog, to avoid remote resolution of resources.
