Sorry that you are seeing this issue.
Are you running any anti virus software? If yes, then please disable it , try installing MyEclipse and you can turn the anti virus on post installation of MyEclipse.
Try running the MyEclipse installer as administrator and see if it helps.
Versions earlier than MyEclipse 2014 are no longer fully supported. I suggest you upgrade to MyEclipse 2016, our latest release which is based on Eclipse Mars.
If the issue persists even after disabling the anti virus and running as administrator, then please download the latest 2016 installer from the Downloads page and try.

Before running the installer, please verify if the file size and md5 of the downloaded installer file matches with the values mentioned in the MyEclipse Downloads page.
