Sorry that you are seeing this issue.
1) Can you please let us know what exactly you are doing ? Are you installing MyEclipse using pulse or Installing any plugin to MyEclipse ?
2) Are you behind any firewall / proxy ? If yes, then please setup your firewall / proxy information for pulse using the following steps – You turn your [Caps Lock] on and open pulse. This would prompt you to enter proxy details, please follow the wizard.
3 ) If you are installing MyEclipse using pulse, can you please retry installing MyEclipse using pulse and check whether you can still see the issue.
Alternatively, You can install MyEclipse using following methods :
a) Offline installer : Go to the downloads page and click on download : https://www.myeclipseide.com/index.php?name=Recommend_Us&req=Download&version=ME

d) Using an Eclipse update site:
> Install Eclipse Classic 3.7.2.
> Edit the eclipse.ini file in the eclipse folder and change the -Xmx384m value to -Xmx512m.
> Start Eclipse and click Help > Install New Software > Add the following update site:
http://downloads.myeclipseide.com/downloads/products/eworkbench/indigo/enterprise-stable/
> Make sure “Group items by category” is selected and select the “MyEclipse Enterprise Workbench” group.
> Click Next twice, accept the licenses presented and click Finish to start the installation. Restart when prompted.
