Do "Deep Black" theme dialog/view backgrounds should be all black ?

I noticed that some dialog or view backgrounds are not always black: some of them are grey.
Is it intended or should it be considered a bug and reported ?
For example, the “Open Resource” (CTRL+SHIFT+R), “Open Type” (CTRL+SHIFT+T) dialogs backgrounds are partly grey, as well as the Javadoc view.
